In order to receive this quest, you must first aid the current jarl. This is an umbrella quest for several other quests which must be completed if you wish to become Thane of Hjaalmarch. The jarl lives in Highmoon Hall in Morthal.
This is a radiant quest which you can receive from either Idgrod Ravencrone or Sorli the Builder, whichever is the Jarl of Hjaalmarch.
